What is the rule if a ball is knowingly lost in GUR?

If it is certain that the ball is in fact lost in an abnormal ground condition(GUR)through the green then there is no penalty, and you can take relief as mentioned in Rule 25-1b(1)

However, it is well worth reading Rule 25c, as a full description is given of other situations and procedures pertaining to your question.
